Shockingly, shockingly, most lottery money doesn’t really go to education after all.
And the North Carolina lottery, which touted the amount of NC money going to the Virginia & SC lotteries as a primary reason for offering an NC lottery (“We just need to decide which schools we should fund, other states’ or ours.”), has missed financial projections by up to 25% because “lottery officials had overestimated the market size of rival lotteries in Virginia, South Carolina and Georgia when developing the state’s gambling efforts.”
